Over the past few years, the ECIA has experienced many calls from residents who have witnessed a drone (s) flying over their property, without their permission.  While Drones and other small unmanned aircraft are governed by the Federal Aviation Administration (FAA) rules, these rules only provide for limited protection from unsafe Drone flying practices which could result in individual or property damage.  Additionally, these FAA rules do not adequately provide for the protection from excessive noise, invasion of privacy and voyeurism. 

Due to the fact that Section 14 (Nuisance Clause) of the ECIA Covenants was written to prevent any activity “which may endanger the health of, or unreasonably disturb, other lot owners, or which creates or constitutes a nuisance”, the ECIA Board of Directors drafted a Drone Operation Policy that went up on the ECIA website for public review and comments.  On August 18, 2018 a Drone Forum was conducted to allow residents the opportunity to discuss the issue.  It was sparsely attended, however, representatives of both drone and model aircraft flyers were present along with concerned residents.

Due to a need to continue this important discussion over the issue of Drones in Eldorado, an ECIA Drone Task Force is being formed by the ECIA Board of Directors to review the public comments and will be addressing such issues as:

  • Guidelines for responsible drone ownership and operation
  • Consequences for irresponsible drone operation
  • A possible flying field for drones and model aircraft
